The Flower Blossoms (Highlighted in red) are as big a hazard as the Ice vines on this level, as they will break up the color groups with their random color changes.
The weal points are marked with a red X, so focus on clearing up the sides to break these points, then the entire middle section will drop. Keep looking for On-Fire mode & use the fire bombs to remove the Flower Blossoms, the Ice vines can always be pushed back by sacrificing a shot.
With the lower section dropped continue to focus on clearing the sides, looking for more firebombs to destroy the Ice at it's root bubble before the top Flower Blossoms become visible & activate, then switch your focus to removing them. The top section is connected on the right by the Ice vines & at two points on the left side (marked on the image), so again try to keep clearing up to these points so you can drop the big center group of bubbles.
The top row is only a single bubble deep, there is a Paint bubble in the cannon which is handy if you can clear a path to the top first, as the Paint will spread out across the top row
