This level has been made very hard by reducing the number of Lightning Bubbles to only one.
Start by looking to get to On-Fire from the bottom rows There is always a similar arrangement with yellow bubbles on the left side & pink bubbles on the right side. Use the fire bombs to remove the center Frost Spawner.
Like most of these levels, removing the Frost Spawners is the top priority, so study the screenshot to learn where the Frost Spawners are, then try to get to On-Fire mode & use the fire bombs to remove them.
Remember that the Frost Spawners do not start before they become visible, so try to stop the bubble rack from dropping down the screen too soon.
