Start by trying to clear at least one side so you have a wall to bounce shots off, to reach the bubbles above the line of Anchor Bubbles, this will make it easier to remove the Mega Rotators at the bottom,when you weakened the connections above them.
There are three Crab Babies above the seaweed, all are not very deep in the bubble pack, so look for an opportunity to get to Frenzy & target the Seaweed at it's root this should leave the Crab Babies open.
